Problem for Compaq PDAs

Ipaq 3135 won't charge or turn on
2nd hand Compaq ipaq 3135. Battery was drained when I got it. Used a travel charger to plug it into the wall outlet. Screen flashes on and off and charge light flashes but it will not turn on when it is plugged in. Did a hard reset; that didn't help. Left it charging overnight--no change. If it is plugged in, it flashes. When it is unplugged it is dead; won't turn on. It should turn on when it's plugged in, even if the battery is completely dead, right? So what is going on?
