No matter how I reset the remote, it still fails

no matter how I reset the remote, it still fails to operate the tuner or any other device I've followed the manual to reset to factory settings with no effect. I then tried to program the remote to control the DVD; again no effect. I've changed the batteries several times and checked the batteries worked in other remotes.
