Canon powershot sd1000 white screen, lens wont

Canon powershot sd1000 white screen, lens wont open. not dropped, not wet. I put in the battery when the green indicator on the charger comes on, this is what I get. I take the battery out and put it back in the charger minute later, and the red indicator is on, is it possible that the battery isnt holding enough charge, or is it a camera problem? i hate to buy another one if the camera is no good.
