I just found out the electrical outlet for my dryer has a short. Could that have anything to do with my dryer not heating?

Yes it certainly can. All the electonic compenenst are linked together for safety. When something is going on that is not safe on your dryer or the electricty that powers it, your dryers' safety fuses and switches will not allow heat to generate.
