Make sure you have SOME load on the supply.A supply of this capabilty will often have SOME leakage current so a small load might be required.

This is a wide range supply and MAY have a switching pre-regulator followed by a pass regulator. It may be this pass regulator has shorted the transistor.

If the minimumj load doesn't pull it down, service is required and schematic will be imperative.
