The two websites I go to say that there is not an acutual cheat for this game. The cars are all unlocked as you progress but you can unlock certain cars by do doing certain accomplishments.
I have this game and have also looked for this cheat in the past.
Bonus cars
Earn the indicated number of Bounty Points in Career mode to unlock the corresponding car:
Hot Car events and cars
Successfully complete the indicated "Hot Car" event in Career mode to unlock it and its corresponding car in Quick Play mode:
Police cars
