Most phones have a double function for the "#" key. Just press and hold this button "#" and the silent mode will turn off/on.

I have the same phone 2.5 years which switched suddenly switched to silent mode and i tried everything short of full dissassembly to fix it. In the end i rang the helpline ! "This is a known fault with this phone" accordng to the Philips helpline 0800 331 6015 on 22 june 11. (yes a free helpline number!). There is nothing they can do about it as it is a design flaw with this model - all they could for me was to offer a 50% discount code for the online Philips webstore site.
To exit silent mode hold down the pound key for about two seconds. You will see a confirmation message for Silent Mode, each time you enter or exit Silent Mode.
Another way to do it is while in standby mode, press the volume key, located on the left side of the handset, then select "Ringer On".
