My laptop constantly beeps and will not recognise

This most likely a RAM problem. The memory RAM module/s maybe faulty or they may only need re-seating so they make proper electrical contact.
Re-seat the RAM module/s and see if the Toshiba boots up properly.
If it still doesn't boot up then remove the RAM module/s and take them to your friendly computer repair shop and get them to test them for you.

One of two things... bad or missing memory will cause beeping, but I assume if you know the keyboard is not responding then the PC has booted up. The other thing to check is a stuck key. Look and see if there is one key that appears to be depressed. If that does not reveal the bad key try rubbing your hand across the keyboard, pressing down on the keys as you move your hand across. As a last resort you might try tapping every key several times to release the stuck key.
