This error comes due to carriage jam. Turn off the printer and unplug it from wall socket. Now, remove the cartridges and check for any dried up ink residue on cartridges on inside the carriage. Clean the cartridges contacts and carriage using a Q-tip dipped i alcohol. Let the carriage and cartridges dry before you plug in the printer.
Install the cartridges and check. If it still shows error then unplug the power cord coming to the printer without switching it off. Now, remove the rear door of the printer and check for any paper jams over there, remove if any. Wit for at least 15 seconds and plug in the power cord. Now check whether it is working.
Make sure the cartridge is firmly seated in its holder. It's possible that the carriage belt has broken or has slipped off the motot pulley. Look inside the printer and locate the flat toothed belt that pulls the carriage back and forth. follow it to either end and make sure that it isn't broken or slipped off the motor.

It could be a defective cartridge, or pins in the carriage assembly are bent or broken. You can check the pins by looking in the front of the carriage with a flashlight and mirror. after removing the ink cartridges.
There is a tiny switch where the ink cartridge goes at the bottom of the carriage assembly. If that switch is broken it will never see the ink. Unfortunately it's probably a shop repair to change the carriage or print engine.

Usually when part of the Carriage is broken, it involves taking the Carriage Assembly apart which also deals with the head assembly, Timing , etc. I would call your local Xerox dealer or printer repair depot. Get an estimate then make a decision whether it's economical to have it repaired.

this kind of hp printer, have often a specific problem with a cartridge carriage. If you can observe (with a flashlight) inside of cartridge carriage, on the right side of carriage, you can see a small piece of spring made from steel, which is moved from his place, because an broken little piece of plastic.
if you see the spring which is moved, you also may see the hole created by the spring on the electrical contacts of the cartridge carriage.
if you can see the hole... you have a very bad news.
i dont know how much cost the repair of printer, but I tell you, this printer is discontinued.
