Turn on your DS. At the bottom center of the screen, you'll see an icon that looks like your DS. Touch that. It'll bring up more options. Touch the Wrench icon. More options will come up, touch the globelike icon that's already highlighted by default.

Select the language at the top left, if it's not in English already.
