I've been getting low pretty low FPS for quite some time in Left 4 dead. Right now I get about 40 and it drops to 30 with a hoard. My FPS actually increased when i installed windows 7 64 from xp 32.
I have a
Dell XPS 700 Intel Dual Core 3.2GHz
Windows 7 64bit
6GB Memory
ATI 4890
In game settings
I have multicore rendering enabled
1920x1200
AA 2x
Filtering 2x
Verticle Sync Double Buffered
Shader Medium
Effect Detail High
Model Texture High
Paged Memory High
The only thing i run with the game is Vent

All research comes to CPU bottlenecking...
Left 4 Dead is CPU intensive.
Seems you have plenty of CPU and GPU so bottlenecking doesn't seem to make sense but then we are talking PC"S.
2 things I would try first....
1) Your ATI cat driver is the latest right if not get the latest 64x drivers for your card.
2nd if that is already done, the beauty of the intel core duo is it runs cool ( ONLY DO THIS IF ALL YOUR TEMPS ARE FINE) so a tiny overclock wouldn't hurt it.
See if overclocking CPU it a tad, doesn't improve performance.
