This is called generic network problem. Yes it is phone's hardware problem. The reason might be so little as setting antena internal of exteernal, olther adjustment like proper fitting of phone. Or it might be due to circuit problem. It's ic or any broken track of network section. It can be decide after phisical examination. For that you have to contact skilled technician.
