Here is a procedure (pasted below) which a Beta tester of CounterSpy developed having to remove and re-install various versions and running into the same problem you described. I would suggest reading through the discussion thread (CLICK HERE) before proceeding.

Manual Uninstallation of CounterSpy 2.x

1.Open Task Manager and be sure none of these three are listed
a) SBCSSvc.exe (CP service)
b) SBCSTray.exe (tray icon)
CounterSpy.exe (CS main app)
If any are listed click "End Process"

2. Be sure the CS directory is gone. The standard location is C:\Program Files\Sunbelt Software\CounterSpy

3. Remove additional folders that may be located at these three places:
a) C:\Documents and Settings\All Users\Application\Data\Sunbelt Software
b) C:\Documents and Settings\user\Local Settings\Application Data\Sunbelt Software
c) C:\Documents and Settings\user\Application Data\Sunbelt Software

4. Run the Windows Installer Cleanup Utility. If anything is listed for Sunbelt CounterSpy, select and hit "remove".

5. Look in C:\Windows\Downloaded Installations and
C:\Program Files\Downloaded Installations
you should see one or more sub-folders with names like
{XXXXXXXX-XXXX-XXXX-XXXX-XXXXXXXXXXXX} where the X's are random numbers. In each sub-folder will be an .msi file. Right click the .msi file and select properties. Look in the summary tab for indications that the .msi is an installer for Sunbelt CounterSpy. Delete the sub-folder, the one with all the numbers (do not delete the \Download directory folder)

6. Look in C:\Windows\Installer directory where you will find .msi files. Again, right-click each .msi and select properties. If any .msi files are Sunbelt CounterSpy, delete only those .msi files.

7. Look in C:\
if you have any {XXXXXXXX-XXXX-XXXX-XXXX-XXXXXXXXXXXX} delete those folders.

8. Open Computer Management console utility (Control Panel-->Admin. Tools-->Computer Management) and select the Device Manager then click on View and select "Show hidden devices" . Expand the Non Plug and Play Drivers tree and scroll down until you find the SBHR device driver. Right-click on it and select uninstall.
The console will prompt you to reboot. Do so. If you don't find any SBHR device driver, there is no need to reboot.

9. You need to download a zip file at the bottom of my post. Follow the directions to be sure it is clean before you use it.

10. Check C:\Windows\System32 for the following 6 files and remove any if they are present:
a) SBAPIFS.sys
b) SBBD.exe
c) SBProt.sys
d) SBRC.dat
e) SBFC.dat
f) eSellerateEngine.dll

I also had a file SBProt.bak and asked if it was safe to remove; it was.

11. Check C:\Windows\System32\Drivers for the following three files and remove if any are present:
a) SBTEDrv.sys
b) SBHR.sys
c) SBAPIFS.sys

12. Last, if you have any Sunbelt CounterSpy desktop, tray or start menu icons remove them and reboot.
