If there is a drain problem, the parts that must be checked are drain hose, pressure switch, drain pump assembly, timer control.

Check if the drain hose at the back is kinked or blocked.

Test the pressure switch, blow into the small hose, and use a multimeter to check if switch has continuity.

Remove access panel and get to the drain pump hose to check for ablockage. You will need to disconnect the hose and collect the water. The pump is located behind a panel at the front lower side of the machine.
Keep a container ready to collect water when you undo pump hose.

If all the rest is OK, test and eventually replace timer board. Problemwith water pump are far more commonly causing this problems thenfaulty timer board.

a lot of GE washers use a separate motor/pump assembly that is supposted to drain the tank before it spins. That motor is not very strong and can stall if it gets a little clogged with hair or lint or cloth threads. My dad's did that from tassels from a bed spread that fell off in the wash. You can take the front cover off with a knife blade to push the lock clips in so the cover pulls off.

when you do that you can remove the hoses to the pump and pull the clogged material out.
