The sound may be high voltage arcking inside the TV, High voltage is necessary for the TV to work. It may be damp or dusty inside causing it to arc. If you see white spots on the picture when it clicks then it is arcking.
In CRT TV's the tube needs quite a high voltage around 30,000 volts. This is generated in the set. When you turn the TV on it is possible you hear the high voltage arcking. This happens if there is dust and dampness. You may see specs of light on the screen when this happens. You could try cleaning the inside.

my tv did the same thing about one month after i bought it luckily it was still under warranty it turned out that when i had a lightning storm it shorted some fuse inside the part was $100 i tried to replace it myself but it needed a specail tool. good luck
First of all greetings from Belize mike your set is an old set but you can still get some life out of it please be inform that going into a tv could cause you self injury if you are not qualified to handle an electronics set.the problem with your set is in the power supply there is a 10mf cap situated in the power supply just close a transistor replace it along with power requlator and associated diodes.that will solve your problem.but make checks in the power supply.if you cannot do it yourself take the set to tech.good luck.
