Thee's no magic button to push to fix it. Your best bet is to try to replace the base cord and inspect the contacts where it plugs in. Then you start phone surgery. It could be corrosion under the hookswitch or where the top half connects to the bottom half. A new(er) phone will probably cost you between $75 and $150. It tends to be beyond economic repair (BER) to repair electronics damaged by either smoke or water.
