First is the gas mix right? 2 ids the air filter clean? 3. have you replaced the tank fuel filter to make sure it's getting gas? 4. is the plastic line cracked? 5. adjust both carb screws all the way down gently then reverse the screws counter clockwise 2 and 1/2 turns, this should allow it to start and run, once it has started let it warm up and adjust the idle for it to run smooth without dying. Once its running rev it up to make sure it does not have any dead spots in it then try a test cut, if it bogs down adjust the gas screw to in rich it just a little and try cutting again if it does not bog down you should be set. there are other things that can cause it to run poorly like a bad carb gasket or loose screws on the carburetor.
