my westinghouse tv menu turns itself on and off arbitrarily sometimes flashing on and off almost constantly sometimes i can turn it off with the remote and sometimes not it seems that there might be some infrared interference but i cannot find any sources

To me it seems a problematic Power Supply Unit. Open the back cover and take a peep inside for a bulged or burst capacitor on the module where the power cord meets inside. Replace the module if you cant replace the capacitor with exactly the same specs.
