Favorites bar keeps failing to load

When I open I.Explorer 8, the favorites bar (with the links & favorites) isn't visible--infact I can see my desktop thru where it should be. I've installed version 8 twice and both times this has occured. Sometimes I have to reopen Internet Explorer several times before it loads correctly. How do I fix this?
