Ok, to let you know, they are suposed to speak that way...It's called simlish! I know it's weird, but that was the creator's idea. Sorry, I know it wasn't much help, but I'm just telling you the truth :)
(I'm a 17-year-old girl, and I have played Sims--lets just say, too much/long)

The first thing you need to do is open up the settings menu. To do this, just open the quick settings/notification menu - on Android 4.0 or 4.1, that will be at the bottom right corner of the screen. If you're using Android 4.2, you can swipe down from the upper right corner or the screen.
2. Next, look for a settings icon. It should look like three bars with small ovals intersecting them:
Go ahead and tap it to bring up the Android settings panel.
3. From here, you should see a list of icons on the left side of the screen, followed by text (which may be incomprehensible). Look fot the Languages & input icon which looks like an A in a white box:
Tap that menu option to bring up the Languages & Input menu.
4. From the following menu, choose the very top option. It doesn't matter if you can understand the text or not - it says "language."
5. The following menu should show a list of languages, each as it's described in that country. For instance, English is written as "English," but German is "Deutsch."
In other words, it should be very easy to find the language you understand - just look for it from the list of options and it should be immediately legible.
6. Once you tap your language option, the system language should change and you should be able to understand the rest of the system menus.
Try this procedure: Press TOOLS, the spanner symbol on the page with WHERE TO and VIEW MAP Press SETTINGS, the spanner symbol, or LOCALE, the blue symbol on models that don't have a settings menu Press LANGUAGE the lips symbolThis will bring you to a page with 3 items on it; VOICE, TEXT LANGUAGE and KEYBOARD Press VOICE and select an English speaking voice Press TEXT LANGUAGE and select English or American English if you're in the USA
This should solve your problem. Remember to rate this answer.

If in Text just scroll down to Language and click OK then scroll toEnglish and click OK _done. 4.2. If menus are in Icons scroll down to a FLAG Icon and click OK then scroll to English and click OK.
You need to do the following:
If it's windows 7, Go to the windows button, click it and then click on control panel (the first menu item in the third section of the grey panel). In this part you'll see an icon with a globe and a clock.
This is the Clock, Language and Region section. Click on it and that will bring you to the detailed settings, with three icons: a clock and calendar, a clock and globe and just a globe.
Click on the clock and globe to access the region and language settings. The first drop down menu is the language setting, which you should change to English (United States)
Hope this helps.
Press the Menu button, the one the top left of the control panel.
Look for an icon shaped like a tool box, and press the central button on the control panel.
Select the category that has an icon that looks like a hammer, that's the Main Settings.
The second option there is the Language Settings, press the central button on it to get a list of available languages, English should be there, just get over it, and press de Central Button again and there you are.
First of all Click on start Go to control panel Then click on Regional and language setting Click on regional options Select english from the drop down menu Then click on advanced and select english again from the drop down menu Click on apply and then OK Hope this fixes your problem
If this doesn't fixes your problem than the base version of windows is german,So in order to change that unfortunately you would have to reinstall windows again with a fresh english version copy
If you have accidentally chosen the unknown language you don't understand, please do the following,

Assuming that all the text is inSwedish and you can't understand it then follow these instructions. Using 'PANEL' button(X at bottom left) on front facia select the top left Panel (black screen with XPERIA written accross the bottom) now select windows logo(top Left)at the bottom of the list should be a 'blue circle with a question mark in the middle of it', immediatley above this should be the 'Settings' folder - select this. You should now have icons(pictures) with 3 'Tabs' along the bottom of the page - select the middle one ( this should be 'system') now look for a Globe (picture of the World) this should be 'Regional Settings' - select this. From the drop down menu select 'English' and whatever regional dialect you want, when you have done this tap top right corner, this should be OK until you are back at the Main Panel, now shut down and then restart X1, you should now have everything in English. Good luck.
If you accidentally set iPod nano to use a language you don’t understand
You can reset the language.
1 Press and hold Menu until the main menu appears.
2 Choose the sixth menu item (Settings).
3 Choose the last menu item (Reset Settings).
4 Choose the first item (Reset) and select a language.
Other iPod nano settings, such as song repeat, are also reset.
Note: If you added or removed items from the iPod nano main menu (see “Adding or
Removing Items on the Main Menu” on page 11) the Settings menu item may be in a
different place. If you can’t find the Reset Settings menu item, you can restore
iPod nano to its original state and choose a language. See “Updating and Restoring
iPod Software” on page 69.
