walla paper and screen saver are 2 different things, for a background, right click the picture then save as backgroung

You go to display settings, from within that you can select screen saver & you can change it, you can either select from the list or browse your computer & locate the image you want to be your screen saver, select it and your done, it will ask you to verify your change click yes.
