When you reformat the hard disk on your PC, all data saved therein are deleted including the drivers installed on it. You don't get any sound because the sound card driver is deleted and must be reinstalled. If you don't have the installed CD anymore, you can download the driver from the manufacturer's website and install it.

You can go the manufacturers website (dell.com, Hp.com) and download driver free of charge.
Click on support, enter model number and operating system. Click on audio driver download and install. Reboot and your good to go.
