any restart is a sign of either hard-ware failure (graphics card not seated or ram not seated etc)  or more often that the wrong drivers are installed for your operating system or wrong audio or graphics driver etc   go into safe mode to try to roll back driver  or delete driver etc then reboot     safe mode can be found by hitting F8 every few seconds while booting   once in safe mode go to control panel/device manager to roll back or delete your driver    experiment with audio or graphics driver  then see if you can boot to windows     turn off windows update  it sometimes chooses wrong or fussy drivers for your motherboard / graphics card automatically
