rking3905, Please tell me if F1703 is BOTH BLACK and BLANK, or if it is just BLACK! If the screen is BLACK and you can see the WIN-desktop with aid of flashlight held 1" from the screen then the monitor's "switch-mode-power-supply" is in partial shutdown mode having detected a FAULT condition with the "cold-cathode-fluorescent-lamp" power supply called an INVERTER circuit (12vdc to 600-1200vac) to light-up the lamps hung on the rear of the LCD panel which produce WHITE light so you can see the image or text displayed on the LCD glass panel. In any case, you or a technician will need to evaluate the true state of your monitor. Also try to view some video clips on YOUTUBE that deal with "LCD monitor disassembly" and "LCD monitor repair".
