Control Panel/Sound Icon/ Check out Each Tab. to confirm if you have sound. If negative, Access System/Click Device Manager/Check Sound to see if you have a sound card installed?

your 3100 may need an up-grade, have you changed your phone lately? most common problem is that new phones have newer software versions and you need to up-grade the software on the parrot 3100 to suit
check to see if the cdrom is firmly in place if yu have other boot cd test check to see if its reading the cd normally you hear it spinning and low grinding noise all else fail pick one up here
If you open My Computer, and there is no icon for the CD/DVD drive, then your computer has a "hardware" problem. Take it to a qualified technician for trouble-shooting, and possibly for disassembly/replacement of the drive/reassembly.
Sounds like the driver is missing. Do you have the driver disc, if you do then reinstall it. Have you also reinstalled the program to run cd/dvd ie Nero. You should have all the drivers on a disc that came with laptop. If not, try going to the following site and see if the missing driver is available.
Most often, a recovery CD is provided with Dell PCs. This would contain all the necessary drivers. If it is still available, you need to pop it in the CD tray and look for a folder that says multimedia, sound, audio or something like that.
In the absence of the CD, downloadable drivers for a Dell Dimension 3100 running XP Home Edition SP2 would be here. You need to fill in the details.
