This is a known common problem with most Panasonic DVD units. An HO3 error display indicates a "Traverse Servo Problem". The traverse servo is the motor that drives/moves the optical pickup (lens + cradle) to slide along a shaft while reading the disc.
A HO3 error could either indicate problem in the:
1. shafting/slider: possibly clogged with dust, dirt or dried up lubrication;
2. stuck up/defective traverse motor;
3. defective wiring connection, electronic regulator/controller.
As you will note, all of the above requires opening the unit and component level repair. Since this would need familiarity with electronic components/circuitry, use of a DVM and possible a soldering iron, perhaps you might be better off seeking the services of a qualified professional.

BTW THE HO3 ERROR IS THE LENS GOT STUCK
YOU CAN OPEN IT UP AND MOVE IT ALL THE WAY BACK AND THAT SHOULD SOLVE YOUR PROBLEM
You will need to use some lubricant on it
1.) using rubbing alcohol clean the thrack of all former greese and dust
2.) use new greese on it, eletronic greese works best but if you dont have any
dilute a little vaseline and coconut oil and mix it... use that until you get some enetronic greese

This problem is the laser optics in the wrong position.
Try to move it carefully by hand to the left near the spindle.
It may be stuck on the right side.

I am sorry that this did not fix your problem.
If you are inclined to try yourself, remove the power source, then:
Remove the screws at the back (about 10 in number), you'll see the gear system controlling the laser reader, just adjust the position to be near the central rotating spindle. See if there is an obvious problem that is allowing the position to advance too far.

Usually answered in minutes!
I rolled it all the way back and it began to play. But the error returned. It appears that the drive is getting stuck .
