Check that your usb ports are functional by plugging in another known good working device, mouse, etc. Most devices want you to install the CD before you connect the hardware. When it's asking you for the drivers, be sure you point it manually to the folder on the disk with the .INF files. The INF file tells the computer what DLL and System files to load to use your device. Check under the Device manager to see that the device is installed all the way or if it has a question mark on it saying something is wrong.
