No sound and keeps skipping

Does this happen with any disc or a disc? Playing a contaminated disc can cause heads to get dirty causing above results. Make sure discs are clean when inserted. (Young children can handle discs improperly and get fingerprints and other stuff on discs, resulting in dirty DVD heads) Purchase and use a DVD head cleaning disc. May have to use it a few times initially. Then make sure disc is clean before inserting. Wiping gently with paper towel dampened with water or vodka generally works to remove contaminants. Wipe only the bottom, not the top until it appears shiny.

I wish to unlock the region code so that i can play all regions

You can try either of these solutions as there does not appear to be a specific instruction for the DVD21:

Harman Kardon DVD1 / DVD5 / DVD10 / DVD20 / DVD50 / DVD1500 1. Player has to be in standby mode, no disc in tray
2. Press 3, 1, 4, 1, 5, 9, 2
3. Enter region (1-4)
4. Press OPEN, insert a disc

Note: Region is saved, you will have to set the RC every time you want to watch another DVD.

Harman Kardon DVD22 / DVD23 / DVD31 / DVD47 / HS100 HTS
1. Switch on
2. Press OSD
3. Select "Setup"
4. Enter 3, 1, 4, 1, 5, 9, 0 (the last number is the region)

See below region codes. It appears Harman Kardon only support 1-4, but it is worth trying 0 and seeing if it works.

First, see if you can find out what type of DVD it is PAL or NTSC. The difference (You need to keep this in mind when selecting your region):
NTSC: usually associated with the United States, Canada, Japan, South Korea, Mexico, Philippines, Taiwan, and other countries.
PAL usually associated with Europe, most of Africa, China, India, Australia, New Zealand, Israel, North Korea, and other countries (and Brazil, but using the refresh rate and resolution commonly associated with NTSC).

0. Informal term meaning "worldwide". Region 0 is not an official setting; discs that bear the region 0 symbol either have no flag set or have regions 1-6 flags set. Region 0 is commonly referred to as "Region Free", especially when talking about DVD and Blu-ray Disc players.
  1. United States, Canada, Bermuda, Caribbean, U.S. territories
  2. Europe, Middle East, Egypt, Japan, South Africa, Swaziland, Lesotho, Greenland, French Overseas departments and territories
  3. Southeast Asia, South Korea, Taiwan, Hong Kong, Macau
  4. South America, Central America, Mexico, New Zealand, Australia, Papua New Guinea and much of Oceania
  5. Bangladesh, India, Nepal, Afghanistan, Sri Lanka, Ukraine, Belarus, Russia, Kazakhstan, Pakistan, Africa (except Egypt, South Africa, Swaziland, Lesotho), Central Asia, Mongolia, North Korea
  6. China
  7. Reserved for future use, MPAA-related DVDs and "media copies" of pre-releases in Asia
  8. International venues such as aircraft, cruise ships, spacecraft, etc.
ALLRegion ALL discs have all eight flags set, allowing the disc to be played in any location, on any player.

Good Luck.

WON'T PLAY CD'S READS "NO DISC"

  • Check the disc you're using for scratches and dirt. If the disc is damaged it won't play properly, regardless of the CD player's ability to function. You can use a CD repair device like the "Disc Doctor" to repair the CD or purchase a new CD.

  • Clean the laser lens with a CD laser lens cleaning disc. CD laser lens cleaning discs can be purchased at most electronics retailers or online. Insert the laser lens cleaning disc and follow the instructions.

  • Insert a correctly-formatted, undamaged disc into your player. Listen to see if it begins to read the disc. If it continues to make no sound and gives you the same message, then the problem is probably that your disc is not spinning in the device.

  • Clean the lens while the DVD player is open. A dirty lens is most likely the cause of your no-disc error. The lens should be cleaned with isopropyl alcohol and a cotton swab.

DVP-NS30 shows "CANNOT PLAY" message when DVD inserted

Follow this procedure to troubleshoot if the DVD player cannot read or play the inserted disc.
    1. Ensure the inserted disc is compatible with the DVD player.IMPORTANT: Refer to the operating instructions supplied with the product for a list of compatible disc. Manuals are available online in the Manuals/Specs/Warranty section of the Sony® eSupport Web site.
    2. Use a soft cloth to clean the disc.
    3. Examine the disc for any cracks or scratches that might be interfering with playback.
    4. Attempt to play another disc.NOTES:
      • If another disc plays in the DVD player, then the previous disc is faulty.
      • Some recordable discs may not play correctly because of the quality of the recording, the physical condition of the disc, or the characteristics of the recording device or authoring software used.

    5. Remove the disc from the DVD player.
    6. Turn off the DVD player.
    7. Unplug the power cord of the DVD player from the AC outlet.
    8. Let the DVD player remain without power for 1 minute.
    9. Plug the power cord back into the AC outlet.
    10. Turn on the DVD player.
    11. Insert the disc into the DVD player.
    12. Attempt to play the disc.
If still persists, its time for your device to get serviced.

    if it's a fat PS2 and

(not including the models with an 'R' after the model #.

these models need the following to play DVDs:
    - PS2 DVD remote with IR unit
    - PS2 DVD disc player (sold with DVD remote w/ IR unit)
    - PS2 memory card

you copied the DVD disc to the memory card. you used the memory card to play DVDs.

later models didn't need the memory card to play DVDs.

Message,"This disc is not formatted to play in this region".

DVD video discs may be encoded with a region code restricting the area of the world in which they can be played. Discs without region coding are called all region or region 0 discs.
The commercial DVD player specification requires that a player to be sold in a given place not play discs encoded for a different region (region 0 discs are not restricted). The purpose of this is to allow motion picture studios to control aspects of a release, including content, release date, and, especially, price, according to the region. Many DVD players are or can be modified to be region-free, allowing playback of all discs.Region 1 Players/DVDs include: Canada, United States, US Territories, and Bermuda. See below:
Region code Area 0 Informal term meaning "worldwide". Region 0 is not an official setting; discs that bear the region 0 symbol either have no flag set or have region 1–6 flags set. 1 Canada, United States; U.S. territories; Bermuda 2 Western and Central Europe; Western Asia; Egypt, Japan, South Africa, Swaziland; United Kingdom, Turkey, French overseas territories 3 Southeast Asia; South Korea; Taiwan; Hong Kong 4 Australia; Oceania; Central and South America; Caribbean; Mexico 5 Ukraine, Belarus, Russia, Africa, Central and South Asia, Mongolia, North Korea. 6 China, Hong Kong 7 Reserved for future use (found in use on protected screener copies of MPAA-related DVDs and "media copies" of pre-releases in Asia) 8 International venues such as aircraft, cruise ships, etc.[1] ALL Region ALL discs have all 8 flags set, allowing the disc to be played in any locale on any player.
