This generally happens if you are using a hign volume SD card such as a
4 GB one and have a lot of files there. Then nokia when booted may try
to scan all those files and takes a lot of time.
Remove your SD card and move most of insignificant data onto your computer using a card reader or the nokia usb cable. Then put the elmost-emptied SD card in your cel phone and try to reboot the phone.

Otherwise visit a authorized nokia service centre, they will upgrade the nokia's system.software and will fix application problems if any.
