Download your Xbox Live profile You might want to download your Xbox Live gamer profile in the following situations:
You want to use your Xbox Live gamertag on another console.
You have a Zune, Games for Windows, or Windows 8 Microsoft account (download your existing account instead of creating a new account).
You accidentally deleted your Xbox Live gamertag from your console.
You can download your Xbox Live gamertag to any console. Here's how:
Press the XboxGuide button on your controller (large X button in the center of your controller).
Select Download Profile.
Note Not seeing Download Profile? Press X to sign out of your profile.
Enter the Microsoft account associated with your Xbox Live gamertag. If you don't know your Microsoft account or password, see Find your Microsoft account or password.Note "Microsoft account" is the new name for what used to be called "Windows Live ID." It's the email address and password you use to sign in to Microsoft services (including Xbox Live). Find out more.
Now, enter your Microsoft account password.Note If your account is an Xbox Live child account, the parent's Microsoft account information is required to download the profile.
Select the storage device for your profile (for example, Hard Drive).
Your profile will begin downloading. Once your profile is downloaded, you can choose whether or not you want to require your Microsoft account password to sign into your profile.
Go to Account Management, and then select Manage Account.
Go to Your Memberships, and then select the membership that you want to change (for example, Xbox LIVE Gold).
Select Change Payment Options.
Do one of the following:
Select Add Credit Card to add a new credit card.

To edit an existing payment option, select the payment option.
To change a payment option, click View/Edit next to the payment type that you want to change.
Now you can add or edit a payment method.

this also happens when you recover you gamer tag too many times, its a safety thing, go to live.com sign in an you will have a message follow the steps to re activate your account, sill i know but it worked for me...
Managing Xbox LIVE Activity Xbox LIVE Controls come into play only when you take Xbox 360 online, and they're linked to a child's profile and gamertag. When an Xbox LIVE account is created, the service asks for the member’s age to determine whether to apply Family Settings to that account. Parents are also required to create or use an existing Windows Live ID. The Windows Live ID is associated with the child’s Xbox LIVE account and protects the settings from being changed later by the child. To change a child’s settings, first select the child’s account name and connect to Xbox LIVE. Once signed in, enter your Windows Live ID password to unlock the settings. To see these controls, go to My Xbox, open System Settings, then selectFamily Settings, Xbox LIVE Controls.
Sign out from all of your profiles. The fastest way to do this is to press the Xbox Guide button, press X, and select Yes, sign out.
Select Recover Gamertag.
Follow the directions on the screen.

If you're recovering a Zune Tag as your gamertag, check your billing information after recovery is complete. You may need to update your billing info before you can set up an Xbox LIVE Gold membership or download content from Xbox LIVE Marketplace.
