The USB ports are very well protected and I don't expect that is the cause of win7 crashing. Plug a USB device into a USB port and if the laptop recognizes it, the port is OK.

Seems that your laptop's USB ports are not providing enough power to the cooling pad. This could be due to you connecting too many USB peripherals to your laptop. Test if you can get the cooling pad to work by disconnecting all other USB devices.
As a permanent fix, you can buy an active USB hub (one powered by external power source) & connect your cooling pad to it.

My mouse doesnt get detected on my system. please help

Instructions
  1. 1

    Turn off your computer.

  2. 2

Unplug the power supply, remove your laptop batter, and wait at least 30 minutes before returning the battery and power chord to the laptop. As explained by Trouble Fixers, a cache of data from your USB device is stored on the motherboard. This cache is not completely erased until the motherboard fully discharges following power-down. Once the cache is cleared, most USB errors will be fixed.

  3. 3

    Turn on your laptop computer.

  4. 4

Try to use the malfunctioning USB port. In most cases, simply turning off and unplugging the laptop will help remedy the problem. If a problem persists, continue with Step 5.

  5. 5

    Click on the "Start Menu."

  6. 6

Click to open the "Control Panel."

  7. 7

    Click on "System and Maintenance."

  8. 8

Click on the "Device Manager." A new window will open that lists all hardware and external devices currently installed on your laptop computer.

  9. 9

Scroll the list until you notice the heading "USB Root Hub." Click on this option.

  10. 10

Select the USB port that reads "Unknown Device." All other, functioning USB ports should say "unused port" or list a specific external USB device.

  11. 11

Right-click on the Unknown Device port and then select "Update Driver." According to the tech-help website, Amit Bhawani, this will trigger an automatic update of the USB drivers. If no new drivers are found, the old driver will also refresh and repair. In many cases, a malfunctioning port is simply caused by outdated driver software. With the latest drivers, your port can be used with current USB devices without any problems. If problems do reoccur, then the port may be physically damaged and you'll need to take the laptop computer to a computer repair technician to get a new USB port installed

My Toshiba's laptop's sleep and charge USB port

It's possible to fix. First go to device manager and you should see something like "USB Root Hub". Double click to open it, go over to power management, and "Uncheck" "Allow this computer to turn off this device to save power". Do this for all that say USB Root Hub. Next go to "Power Options" then "Edit Plan Settings" (accessible through "choose when to put the computer to sleep") and select "Change Advanced Power Settings". Next, make sure you do this in all of your power settings, but scroll down to an icon called USB settings. Expand the selection, then expand the "USB selective suspend setting". Choose, both on battery and plugged in if you want, to Disable the selective suspend. Finish and apply. Also, to confirm, you know that the USB device (IPod) but be plugged into the eSATA port, correct? It doubles as a USB port and is the only one capable of charging.

USB Port not working

If you are running Windows XP or Vista, here is a "magic fix" that seems to work. (I have NO idea why it works, but it has on many occasions restored the USB ports on three different computers.
Turn off the laptop. Remove the power cord AND the battery. Press the start button and hold for 5 seconds. Replace the battery back into the laptop, and reconnect the power cord if desired, and turn it back on. See if the USB ports work now. Post or comment back with the results.

This error occures when a USB device draws more power than the USB port can supply.
To fix this problem, purchase a powered USB hub. Power up the hub and connect it to the laptop's USB port and then plug the USB device into the powered USB hub.
