IBM Wheelwriter 5 - All lights are on

I have an IBM Wheelwriter 5, and as soon as I turn it on all the red lights turn on and nothing happens. I can't type or anything. I can move the carriage freely, but when i turn on the typewriter nothing happens. What could be wrong?
