you need to adjust the refresh rate of the screen if it is a desktop monitor simply press the menu button on the monitor and go through thee adjust display settings or if it is a laptop go to the run bar and search for display settings
Upon loading press F2 or del to enter bios setup and change the settings to display the acer welcome screen and the one you said about Microsoft logo and white box with green lines, you cant by pass it because it's windows loading screen
Can you see, like, a "shadow" of the desktop if you hold a flashlight up to the screen? If so the backlight on your display has burned out and you need to replace your display screen.
Try connecting your laptop to an external monitor.Connect it with a vga cable to your monitor and press Fn+ monitor key(I don't know what it is for acer) to switch displays.If there are no lines on the external monitor then the problem is due to the notebook lcd.If there are lines then it is due to a driver.Reinstalling the driver should fix that then.
