You'll have to live with it, LCD screens are not repairable, they're only replaceable.

My acer aspire 5517 laptop green blank screen and changes to red every 4 second!

More than likely the screen Inverter, Anowarul.

http://www.amazon.com/Acer-Aspire-Series-Inverter-Board/dp/B006BHRG9E

However the problem should be diagnosed.

Problem can be;
1) Graphics chipset
2) Video Cable
3) screen Inverter
4) LCD screen

I have a diagnostic flowchart you can follow, if you wish.
Post back in a Comment.

The plastic frame in front the LCD screen is the Display Bezel.
(Acer? LCD Bezel)

Once removed the screen Inverter is right there in front.
Mounted to the bottom of the LCD screen's Screen Frame.

Service Manual, (Free),

Go to where it states - Aspire 1200 (1200 in Blue)
Drop down to the 7th line. (5310G)
Scroll across, and click on 5517.

Acer aspire problem

Can you see, like, a "shadow" of the desktop if you hold a flashlight up to the screen? If so the backlight on your display has burned out and you need to replace your display screen.

Lcd display

Try connecting your laptop to an external monitor.Connect it with a vga cable to your monitor and press Fn+ monitor key(I don't know what it is for acer) to switch displays. If there are no lines on the external monitor then the problem is due to the notebook lcd.If there are lines then it is due to a driver.Reinstalling the driver should fix that then.
