Gateway tablet pc with internet problems

I know someone with a gateway tablet cx210x with vista home premium on it. Ever since they have had it, they have had problems with getting on the internet. It is dial up with aol. Sometimes she signs on and it is fine, but at least once a day she can sign on and all of the aol stuff like email is fine, but when she tries to go to another website, it doesn't work. Most of the time restarting fixes the problem. But I was wondering if there are any settings we could change or anything we could do so that she doesn't have to restart her computer whenever she wants to go to a website other than aol. Thanks!
