You need to call customer service and ask them to turn on the feature for you, I have Verizon wireless and they can turn the features on or off pretty easily.

Best thing about this new service is that you are never placed on hold and get to talk to real repairmen in the US.
The service is completely free and covers almost anything you can think of (from cars to computers, handyman, and even drones).
click here to download the app (for users in the US for now) and get all the help you need.
Good luck!

I can send text messages but when i try to send or recive any picture messages it says sending failed no response or retreving failed no response

It is important for you to know that you have to have the multimedia message or configurations stored on your phone before you can send or receive multimedia messages. Multimedia messages include pictures, sounds and other items.
You can get the configurations by calling your service provider and asking them to send you the settings. When the settings arrive, you have to save it to your phone and you should be able to send multimedia messages then.
In summary, you have to call the customer care of your service provider and they would give you further information on how to get the configurations on your phone. Unfortunately, i can't help you in this aspect as different networks have different procedures.
Hope this was helpful? Please comment for more information if you need any.

I pay so i can text which my plan includes picture messaging but i can recive them but can not send them

If you are having problems sending MMS, it will be a wrong setting on the phone. You need to contact your carrier (Orange, T Mobile, AT&T) and ask for the correct settings to imput on the 'settings' menu. They will look similar to the example below (for O2):
Name: O2 MMS APN: Proxy: Port:9201 Username: o2wap Password: password

You probably do not have MMS (multimedia messaging) support with your plan. Call your cell phone company to confirm you have this feature.

For some reason, I cant recieve picture messages. They never reach my phone. Is there a specific reason for this that I can fix?

You need to contact the phone company.. they need to send you the MMS (multimedia messaging service) settings. usually, they send out settings script.
