Have you ever had Outlook configured correctly to access your email server and download messages?
It sounds like you have set outlook as the default email client but you have not yet configured the email account settings within outlook so that outlook knows how to connect to your mail server online.

Check the programs tab of Internet Options in control panel and make sure Outlook appears as the default email client.
If you follow the instructions in
this tutorial you should be able to enter your administrative account and ensure that the Office Diagnostics program runs with sufficient privileges...I believe that will correct this error message...
