Yes. One can by enabling others the access to your printers by first turning on sharing in windows, then installing the printer driver on one pc and ticking the box in the driver on that pc to allow sharing ie right click on printers icon, properties, sharing, and enable sharing tick.
Then going to other computers and installing the printer via installing netwok printer.
You cant do any of this without admin rights
