the spinner that shows that the suction or water is pumping out on the floor will not spin. I have checked the belts they are ok. I have turned it off for a few min. and it doesnt work.

The belts may look fine but they can be stretched or worn. If you haven't replaced them recently I would try that. You can get the belt you need here:
