A. By Using the Motherboard Jumper:
In most motherboards CMOS battery is soldered, which makes it difficult to remove the battery. In this case we use another method.
Almost all motherboards contain a jumper that can clear all CMOS settings along with the BIOS password. The location of this jumper varies depending upon the motherboard brand. You should read your motherboard manual to check its location. If you don't have the manual then look for the jumpers near the CMOS battery. Most of the manufacturer label the jumper as CLR, CLEAR, CLEAR CMOS, etc.
When you find the jumper, look carefully. There will be 3 pins and the jumper will be joining the center pin to either left or right pin. What you need to do, is remove the jumper and join the center pin to the opposite pin. e.g. if the jumper joins center pin to left pin, then remove it and join center pin to right pin. Now wait for a few seconds and then again remove the jumper and join the center pin to left pin.
Make sure to turn the PC off before opening the cabinet and resetting the jumper.

B. By Using Software:

I have found that BIOS/CMOS Password Recovery Tool is the most effective.:
BIOS/CMOS Password Recovery Tool is a program that works instantly to remove any lost or forgotten BIOS/CMOS password. Simply boot your PC to DOS and execute the program, and get access to forgotten BIOS/CMOS passwords in just seconds

Christophe Grenier has written a program that will calculate the master BIOS password for Dell Latitudes from the Service Tag number. That program is available at http://www.users.globalnet.co.uk/~skynet/zips/latitude.exe.
If you cannot boot your Latitude to run this program, you can get the master password for your Dell by calling Dell Technical Support at (800)624-9896.
Dell Technical Support will request the Service Tag and Express Service Code from the bottom of your Latitude.
If you were not the original owner of the Latitude, Dell will transfer registration of the used Latitude from the original owner with only the Service Tag and Express Service Code from the tag on the laptop.
To transfer the registration of a used Dell Latitude, fill out the Transfer of Ownership form on Dell's web site.

You cannot bypass the password security feature on a Dell, you have to contact their support team and give them the service tag off the bottom of the case.
Viewing Existing Asset Tag and Service Tag
  1. Boot the computer using a bootable floppy disk or CD.

  2. Type cd c:\Dell\Util and press <Enter>.

  3. Type asset and press <Enter>.

The only thing I can suggest if you want to try it.....remove the RTC (CMOS) battery for approx. 30 minutes. Re-attach the RTC battery, take out the main laptop battery and set it aside. Now, power up the laptop using just the AC adapter. Boot the laptop upand see if the password is cleared out. The laptop may still ask you for a password, just hit enter and see if that clears it off. If it does, get into the bios by striking F2 when you see the Dell splash screen and reset the time and date. power off the computer and reattach the main battery. reboot

The other option is to "short" the two contacts of the RTC battery until the laptop does its initial post. This can be done two ways, if your RTC battery is attached to the motherboard by a small cable, remove the battery and look at the socket the plug fit into. take a small wire and "bridge" the two contacts in the plug, this will "short" the connection and cause an immediate reset during POST. If your battery sits ina flat socket by itself, then remove the battery and short the two metal battery contacts inside the battery socket. Power the laptop up with this "short" in place until the laptop POSTS or for approx. 2 minutes until you are sure that POST has happened...just iin case you have your laptop torn apart and can't see a screen. Once this has happened, remove the "short" and put the system back together...again, it may still put the password test box up, just hit enter and see if it bypasses it.

You RTC battery is in a small compartment inside the main battery compartment, remoce the main battery and you will see a small access door on the side wall, the battery is in there.
