Make sure it is using the right profile. Eg I come from New Zealand and use Vodafone. My MMS profile is called VFNZ PXT.
If you are sure it is using the right profile, check the profile settings eg the server and the GPRS settings. Also try sending a video (last resort) and if it works then you should call your service provider or try their website.

I have to go to Gallery, go to the photo I want to send, select Share, then select the Messaging app. On my Messaging app there isn't a way from selecting a photo.
For receiving photos, see if they are automatically put in your folder, like contact info is put directly in your contacts list without even opening the message - and if you did open it, it would show a blank message.
Photos cannot be sent via text.

While SMS stands for short message service. SMS is also often referred to as texting, sending text messages or text messaging. The service allows for short text messages to be sent from one cell phone to another cell phone or from the Web to another cell phone. purely text:

You cannot view or send images because your MMS isn't set up. You must call your service provider's customer care and
ask them to send you your MMS settings, they will then send you your
settings via SMS, save this SMS and then the phone should ask you if
you would like to change the current proxy, choose "accept" or "yes".
