Dell Latitude D600 PC notebook will not start up. And how I solved the problem.
I pressed the power button. The machine powers up and begins to run the BIOS. The gage shows it about half through the BIOS when it shuts off. It goes black and completely shuts off without warning, without error message, without deviation of any sort, and without any noises.
I've pressed the F2 key to try to enter setup. However, after it indicates "preparing to enter setup." It goes black within a couple of seconds completely shutting off in the same manor as described above.
I've also tried pressing the F12 key during startup. It indicates "preparing one time boot menu." It goes black within a couple of seconds completely shutting off in the same manor as described above.
I've removed the battery and tried to start up. There is no response. No attempt to start, no lights, no noise. It appears to have no power whatsoever.
There is one light that I think is out of the norm. The few brief moments that the notebook remains powered up the battery light is lit up red. I believe it normally comes up green. This led me to think that perhaps the battery was not being charged. I checked the power plug in the back of the notebook. I unplugged it and plugged it in a couple of times. It appears to be firmly seated and without dirt, corrosion or any thing on the plug or between the plug and socket. I also checked the power pack. It appears to the naked eye to be in good condition. I checked the power plug. It is in good condition and firmly seated in the socket of a surge suppressor. The surge suppressor has power and is on. I unplugged the power plug from that surge suppressor and plugged it into another surge suppressor. When I checked the notebook, the battery light was lit green. It was not lit green during any of the preceding problem and analysis. I pressed the power button and the notebook booted up normally. Problem solved.

These are well known for RAM slots failing also. Try running on one stick of RAM at a time or you could need the supply line reworked.
