Your computer is full of potential free ringtones for your Samsung T229 (also known as Samsung SGH-t229, T-mobile t229) :
By Bluetooth:
The Samsung t229 is Bluetooth-enabled. Bluetooth is a wireless system which lets you connect your cell phone to computers, headsets, car kits, etc. If your computer is also Bluetooth-enabled, simply establish a connection between both devices and transfer your music files from your computer to your Samsung t229.
Simply record sound directly:
Since your Samsung t229 has a sound recorder (also known as "voice memo"), a very simple technique involves simply placing your phone near your computer's speakers, playing whatever music or sound you would like as a ringtone, and recording it -- you can even use your voice, your child's voice or even your cat's "meow!" Record it with your mobile and there you go! Unless that function was specifically blocked on the Samsung t229, you should be able to navigate to the ringtones section and choose your new recording as a ringtone. Of course, the quality will not be ideal but, after all, it's free!

Can i use something i recorded on the voice recorder as a ringtone on my lg xeon?

Often, people are able to use their voice or the voices of their friends by making and recording ringtones. Other people may choose to use popular songs as ringtones. A ringtone is something of a personal choice that allows a user to show a bit of his personality every time his phone rings. You can make just about any sound you want into a ringtone with iTunes
  1. tep 1 Record the sound onto the computer through a microphone. After the sound has been recorded, save it to the desktop. Open "iTunes" by clicking on the" iTunes" icon. Drag the sound file into "iTunes."
  2. Step 2 Right-click on the file that includes the sound. A menu will appear on the right side of the icon. Find the menu option that says "Get info," and click on it.
  3. Step 3 Click on the "Options" tab when the next window opens. After choosing the options button, an area on the window will appear in which the user can insert an amount of time that he wants the sound to play. In the box next to "Stop time," type in how long the sound should play. The sound can play for no longer than 30 seconds in order for the ringtone to work.
  4. Step 4 Select the "Preferences" menu, and click on the tab that says "Advanced." Find the word "Importing" from the "Import Using" drop-down menu, and click on it. Click also on "MP3 encoder." Select the "Custom" button from the settings box.
  5. Step 5 Make the sound a ringtone by right-clicking the sound's icon and choosing "Convert Selection to MP3." After clicking on this, iTunes will make another version of the file that is the same amount of time as was set in Step 3.
  6. Step 6 Open an email program and attach the file to an email and send the email to yourself. The file should be sent to an account that can be accessed on your cell phone.
  7. Step 7 Use the phone's Web function to open the email that was sent. Open the file. The sound now can be used as a ringtone on the phone

its nothing wrong with the voice recording, or your phone, voice recordings are simply not allowed to be set as a ringtone,

Problem finding saved sound

Symbian OS/S60 phone: With the Voice Recorder on the screen, open Options. Select Go To Gallery. All the recordings you have saved can be accessed from the Gallery. You should see a list of recorded tunes. Highlight a recording, open Options and choose "Set as ringing tone." Windows Mobile phone: When you are still in the Voice Recorder, highlight a recording in the list and open the Menu. Select Set As Ringtone.
If your phone menu doesn't show the Set As Ringtone choice at all, you have to set it manually. Go to the Home screen, push Start, and open File Manager. You have to move the recording from the folder /Storage/My Documents/Notes to the folder /Storage/Application Data/Sounds. Then, go to the Start menu and launch Settings. Select Sounds, open Ring Tone, and pick up the recorded ring tone.

Motorola RIZR Z3 - Recordings as Alerts

Some phones will not let you set voice notes as a ringtone. If you get Motorola Phone tools, (available through motorolas website for download about $30.00) it has a ringtone creater that you could use to create a ringtone from a recording.
It also is syncronization software that will allow you to transfer files and back up your contacts.

Make your own ringtone

hold down the right smartkey on the right side of the phone) and start recording, when you let go of the key, you'll have options, one of which will be "apply as ringtone".

You might try going into your sounds menu and see if the voice record you had is still in there, then selecting 'apply as ringtone' from the options.
