That's a loaded question. I don't know what information you already have, so I don't know exactly where to begin. I can offer general advice since I don't know any specifics about your needs or your situation. Obiously, you have a computer with internet access. So the hard part is done.
There are many email providers available. The provider you chose depends on the level of service you need. Wether you need a personal email account or a buisiness account is also something you need to consider, as well as needing multiple accounts or just one.
The popular providers are AOL, Yahoo, and Google. Each of those have offer different services so you'll need to visit their web sites and see which fits your needs/lifestyle/business.
If you're looking for something free, then pick one and try it. If you're not happy, try another. But you may want to hold off on giving all your friends your email address until you settled upon a provider. It'll save you the trouble of having to contact everyone to give them your new address.
The actual mechanics of setting up your email account is minimal since you already have internet access. All you need is an email account.
If you don't need all the "bells and whistles" that are available, you can usually get free email but with some limitations. So visit their sites, and set up your account. Most everything is self-service so don't be suprised if one day you're sitting at you computer asking "O.K. now what?"
