Hi, in order to sign in to your pc you have to download some hacking program but this will take long, I'll suggest you format your hard disk so you can use it without the hassle of spending some time looking for the software. Goodluck and hope it help.

You can try the following, Restart the computer and Press the F8 key a couple of times on the Dell splash screen before windows loads .
Select the option Safe mode and hit enter , hit enter again on the next screen.Once the screen loads select the admin account to login.

If you are able to login to the admin account , click start >control panel >user account and there you can reset the password for the previou owner.

If this doesnot work , you would have re-install windows , using the Dell restore disk. Use the following link for the same

You'll need either a 3rd party application like ERD Commander or a clean reinstall of Windows.
