What's an Orange Sim got to do with a IMSI failure message ?? If the phones locked to Cellnet then you would get a wrong Sim, or enter NCK code message, etc. If you had put another networks Sim in it
IMSI Failure means the phones identity has been rejected by the network.
Cellnet Don't "blacklist" so it's not that either.
Cellnet Do randomly disable old Cellnet PAYT phones like that hoping to catch "Chipped" phones. Treating their customers like criminals Your guilty until you can prove to Cellnet CS your innocent

This could be the case here.. The phone is pretty old Diga Phone, and hasn't being used for some time. sometimes I get the IMSI message and sometimes it sucessfully registers, however it will not allow me to make calls. And when I try to call it, I can't. The phone is not chipped. (although I have being tempted). It had a nasty fall, which may have affected it... R
