my ptac is blowing out warm air instead of cool air...what is the problem. the air conditioner is on and the compressor is running...

May be low on refrigerant, May want to pull out the unit from the window and see if you see any oil spots anywhere, inside where the coils are at or around the compressor area where copper is located.
If so you will need to call a local Ac company to repair the unit.
