There is a small IC that Dell solders into their power supply as well as their batteries. When this parts fails you will have the type of problem you are having now. If you do a search on the web you will find a large number o sites that discuss this. Unfortunately there is no fix other than replacing your power supply. I had to do the same thing myself for the Dell laptop I use.

How do I get my computer to recognized my new ac power adapter?

The computer doesn't need any drivers to recognize an AC Adapter. If you have purchased the correct AC Adapter for your laptop then it should just work when you plug it in. If it does not then my guess is either you have received a faulty AC Adapter or the DC Jack which you plug into in the back of the laptop is bad.
I am assuming your battery is dead and when you plug it in and turn it on nothing happens?
You can also try taking the battery out and try to power it on with the AC Adapter plugged in.

The Dell Latitude D610 takes a PA-10 or PA12 AC Adapter. It's 65W or 90W

For 90 watt Adapter the output voltage on your AC Adapter label should read 19.5V and 4.62A
At least that's what the Dell brand reads so it should be close to that.

Battery has gone dead. When I plug the A/C cord in the light on the charger immediately goes out and won't charge battery.

try connecting ac adapter alone without the laptop, check if ac adapter light will stay green or blue.
try another power outlet using the ac adapter alone without the laptop check if the ac adapter light will stay as green or blue. if all fails replace ac adapter.

if ac adapter stays green or blue try connecting to the laptop without the batt, check if the ac adapter light will stay on, if yes then try connecting ac adapter to laptop with the batt plugin check if the light stays green. if not update the BIOS. if fails replace motherboard.

Turn off laptop, Remove the battery and the power cable and press the power button for about 30 seconds.

Check for light on AC adapter.
Try with battery alone. Try with AC adapter alone.

Try with a different adapter of the same kind.

else the issue could be with the main board for which I would request you to contact the manufacturer.

My lap topwill not turn on.

Try to check if your AC adapter has a light itself. If it the light is off. Then try a known good adapter. If the AC light is green, then try to wiggle the cord from the port and see if it ain't loose. Try to also check if the AC pin is not bent or broken.
