my laptop will not start up or reboot properly, it has power failure when entering the windows xp start up screen when i do it normally or in safe mode...what do you suggest

press f2 during start up to enter bios,make sure disk-to-disk recovery is enabled ,save changes and exit then on restart press alt+f10 at the same time to enter system recovery then follow the on screen instructions
