Can't get parental controls to turn on

Can't get parental controls to turn on I set a password but when I use the remote to change the ''off'' for parental control settings, it stays on ''off'' and never changes to ''on'' There are a lot of great movies with unnecessary language for children and I would really like to use this feature!
