so is this problem something i need to take it to a tv repair and have done or would it be cheaper to by my 2 year old a new tv....
The vertical sweep circuit has failed.
Can't say that its because of being stored, but it is a common problem
on CRT TV's. Something in that circuit has failed: The IC
chip, one of the electrolytic capacitors (actually those do dry out
over time and may well be your problem) or the power source from
the flyback transformer may be out. Some or all of these may be
involved. The good news is that all these parts are cheap
and this repair is always worth doing.
Hope that ya fix it!

I would have the TV repaired, sounds like it has some good years left
in it. I draw the line at 10 years old. My experiance is to
not put money into a TV that is over ten years old. TVs stress
out their electronic components worse than almost any other electronic
product. After 10 years, there are so many parts that are ready
to fail that your are probably wasting your money trying to get any
more life out of it.

If you have any experience in soldering components, you may be able to fix the TV by simply locating the loose connections, near the vertical defletion circuit.
